The project will be a case study of a real instructional design project. Undertaken to provide digital learning revision resources to Trainee Civil Enforcement Officers (Traffic Wardens). Who in order to perform their role must pass a WAMITAB exam. The qualification required by client boroughs who use outsourced service providers to deliver parking enforcement.
Successful completion of course required students to commit to a substantial amount of extra self-study beyond the classroom. (3 hours a day is the additional study time recommended by the course trainers). Most were subject to prolonged journey times on public transport to reach the classroom training venue. Many lived in multiple occupation housing, and only had network access through Smart phones where free wi-fi was available. This was further mitigated by having English as their second language.
The project will document the development process and design choices taken. All of which had to have a constant focus on the lack of network access and time poor situation of the students and the very precise learning outcome metric, (to pass the WAMITAB assessment).
